Living in Rowan County, NC: History, Towns and Real Estate Today
Rowan County founded in 1753, named after Matthew Rowan (a governor of Colonial NC). Historic hub along the Great Wagon Road.
Salisbury is the heart of Rowan County, home to the historic courthouse and government offices. Serves as an education hub for several higher-ed institutions are here:

The historic downtown features the Meroney Theater, Lee Street Theatre, Salisbury Symphony and local art galleries.

SB 445 and Data Centers: Are They Connected?
The global data economy. Every search, text, purchase, location ping feeds an infrastructure that has to physically live somewhere. Data centers are the warehouses of the surveillance economy... not metaphorically, literally. The cloud is a building. It needs land, water and power.
The United States is in a data center construction boom unlike anything since the interstate highway system. Hyperscalers like Amazon, Microsoft, Google, Meta + AI infrastructure companies like are racing to site capacity before the power grid catches up. They are landing in places with cheap land, available water, proximity to fiber and legislatures willing to smooth the path. NC is top five nationally for data center development. A state with weak privacy protections and broad law enforcement data access authority is actually more attractive to certain operators. Who wants those pesky privacy rules? Basically, it signals a legislature that won't create friction around data handling, subpoenas or oversight requirements down the road.
Section 19 doesn't just let the SBI pull your data, it lets them hand it to any federal agency. The companies building these data centers are already subject to federal subpoenas and National Security Letters. A state-level warrantless pull that flows freely to federal authorities creates a parallel access pathway that bypasses whatever federal warrant requirements might otherwise apply. NC just made itself a more permeable state for that kind of access.
When a state passes SB 382 to freeze local zoning authority, passes SB 445 to strip DEQ deference and extend vesting rights all while expanding warrantless surveillance... all in the same session what's an average citizen to think?
